Help on building reform licence

Hi,
I am new to this forum. My Name is Julian and I have lived in Spain for 5 years I am at the moment building a website to help people relocate to Spain.
Over the past few weeks a lot of visitors to my site have been searching for how to obtain a reform licence for a ruin. Does anybody know how to obtain one and what it costs?.
I have searched on Google and found nothing. I would like to be able to add a page to my site that explains the ins an outs of reform licences.

Can Anyone help please.

I have done a bit of research into this... Let me see:

Solicitud de permiso de obra menor
(Application for a minor building permit)

Description:
With this permit you are authorized to carry out technically simple and low economic building work, which do not include altering the volume, the objective use or the installations and services of common use or the number of units, nor the exterior design, the foundations or the structure of the building. Neither should it affect the habitability of security of the buildings or installations.

Requirements:
The application form shall be accompanied by all the necessary documentation to evaluate the request: memory of the building work or installations, floor plans of the current and modified state, detailed "presupuesto" of the building work to be carried out, etc. Once approved it shall be picked up at... paying the ICIO (?) which is 3.6% of the material costs.
