Default The Train's Late? Wonderful!

My son (and others) was tongue in cheek when he made a jibe about Spain being a Third World country. If it is, where's the UK?
The U.S. Secretary of State for Transport, Ray La Hood was one of the first to experience a ride on Spain’s high speed AVE train when accompanied by Minister for Development José Blanco, he boarded it for Zaragoza.
U.S President Barack Obama is keen to build a new state of the art train network across the U.S.A. and President is known to be in favour of the Spanish system. Lucrative contracts are in the balance with other hopefuls being France and Germany.
Spain’s visitor was amused when told the travelling public have their fares refunded if the 300kms/hour train arrives late: “But then nobody would want to arrive on time,” he laughed.

I think it has to be 10 mins or more late. I like the sound of President Barack Obama he seems to be sensible and level headed but then I pay little attention politics to so could be far wrong
