Sorry do you mean heighten it or remove it ? Here ( outside Sevilla) we wanted to take out hedging and replace with wall. We had to submit plan with height (only allowed 2 metres) length and type of construction as on dividing and proposed cost, pay the tax and get paperwork.

Yes you need permission.Normally a 'licencia de menos obras'. You can get the forms at the oficina de municipos urbanismo. As Val says you just fill it in, pay the tax and off you go. If you look at the forms you need to have a licence to do anything. Ie, paint the house, outside OR inside, change windows, walls around pools are classed the same as boundary walls, dog kennels, etc;etc; It is a way of raising money for the councils, as long as you pay for a licence,no one is interested afterwards.

Hi, you might have to were you are but here i can go in fill in the form, hand it all in with relevant papers( Copy of plan of area you live in,this can be from an ordnance survey map,'poligono' number. this is the zone number where you live.If you don't know it, most people won't, the council man can just look it up, if he's helpful. An overall plan of your plot with measurements and marked on it, where you want to build wall with measurements. I normally go back 1 week later and it is ready, then i go to bank ,pay the fee, back to council and the clerk stamps it all and away you go. I have even had one done while i waited!
      I hope you are lucky.
