Phew , you are touching on a very tough area. Yes beaches are owned by the local councils. But the rights to use the beaches for kiosks, sunbeds, pedalos jetskis etc are normally passed through spanish families. It works like this it is a leasehold on the beach, 1 year up to ten years, a family / company puts in a sealed bid to the council for a beach. If they are sucessful they then run that beach in the respect of what activities (approved by town hall ) go on the beach. These people who own the leasehold don't normally run a business on the beach, they just rent the spaces to other business's and go around collecting the rents.
The first step would be to find a business running on whatever beach you are interested in and then try to get to the boss of that company and then ask him who rents the space to him.
Can't tell you more than that really. It's a very mafia (ish) business

It looks like a trip to the beach then. When you are there don't presume the guy taking the money for the sunbeds is the boss, that's normally not the case. You can ask in the kiosks etc. The cost of a small beach to lease for a year is approx 20,000 euros.
